Predstoi ni podnoviavane na novia dogovor za edna godina za vilata, v koiato zhiveem. I sega s tozi neiasen rent cap nikoi ne znae kakvo da pravi. S kolko da vdigat naemite, da gi vdigat li vaobshte?
Ima li niakoi zapoznat dobre sas zakona za rentvaneto v Dubai? Dazhe napravo niakoi advokat ili specialist? Ili niakoi koito da raboti v property firma i da otgovaria za tova? Imam i drug edin vapros po-specifichen, ama aide, ako niakoi e zapoznat da se obadi, che da ne otegchavam vsichki s nashte zhilishtni problemi.

Ima organizirano ot Dubai Goverment, Rent Committee - te triabva da opredeliat spored mnogo pokazateli kolko shte se uvelichat naemite( ili namaliat )
Tazi godina oshte ne sa reshili i nishto ne sa obiavili, za sega ostava v sila minalogodishnoto uvelichenie koeto ako ne se luja beshe 5%
realno ako landlorda napravi goliamo uvelichenie koeto ne e spored tova koeto te sa opredelili mojesh da im se obadish (complain) i da mu "pripomniat" da si opravi naemite ili da mu nalojat globi.

spored poslednite novini mai niama da ima Rent Cap tazi godina ili pone sxemata ste e razlichna. Imashe interview vchera v Gulf News s Marwan Bin Galita.

Spored novinite ot pazara, naemite padat dosta barzo v poslednia mesez. V niakoi raioni veche ima mejdu 20 i 30% namalenia. Naprimer: studio v Al Barsha se dava pod naem za 60k, ednostaen v Disovery Gardens za 81k. Naemite na targovskite i ofisi pomesteniata varviat nadolu ot septemvri i veche v Media City moje da se nameri ofis za po 160 dh per sq. ft, vmesto za po predishnite 300 dh per sq.ft.

5% rent cap remains in force, says official
By Anjana Sanker, Senior Reporter

Dubai: The five per cent rent cap will remain valid in the absence of any new announcement, Gulf News has learnt.

According to the rent committee, landlords still cannot increase the rents beyond five per cent. And tenants can file complaints with the committee if there is violation on the existing rent law.

Residents have been confused whether it is lawful for landlords to steeply increase the rents while landlords maintained that they could do it since the rent cap law of 2008 is no more valid.

Mohammad Ahmad Al Shaikh, general secretary of Rent Committee at the Dubai Municipality said, article 26/2007 of the rent law that states rents should remain same for two years is very much in place.

"Those [landlords] who have increased the rent last year cannot do it this year. But those who have not, can only introduce new rents. The confusion is on by what percentage they can increase," said Mohammed Al Shaikh.

According to him, tenants who are faced with rent increases by more than the current five per cent can register their complaint with the committee. "After studying the case, it is up to the committee to take appropriate decision," he added.

A senior official who deals with complaints at the rent committee told Gulf News that they are still applying the five per cent rent cap while dealing with disputes. "It is still applicable because so far there is no new announcement on the issue," said the official requesting anonymity.

Residents who are caught up in rent disputes with their landlord said their complaints are accepted by officials if the rents are increased by more than five per cent.

Dubai ruler Sheikh Mohammed bin Rashid Al Maktoum on Monday issued a decree stopping any increase in rents on residential and non-residential properties in Dubai in 2009 for tenants who renew their contracts signed last year.

Mohammed Ibrahim Al Shaibani, director of the Dubai Ruler's Court, said the decree was aimed at curbing the growing increase in property rents in the emirate.

He said it was aimed at maintaining a balance between the interests of both landlords and tenants and to ensure stability in the real estate sector, reported news agency WAM.

The new decree also appears to hand greater power to landlords who have complained that, in certain cases, the five per cent rent cap has kept the rents they can charge well below normal market levels.

The decree says that rents for both residential and commercial units set last year are frozen – unless they are more than 25 per cent below the guideline figure recommended in Dubai’s new rental index.

Last week, Standard Chartered bank predicted that rents in Dubai were "unlikely" to rise in 2009 because of the weakness of the labour market.

In a report published, the bank said "demographic and employment" levels were key to determining rents.

The study came as Dubai's Real Estate Regulatory Authority (Rera) revealed it had finalised its rental index that it hopes will replace the need for rent caps in the future.

The Standard Chartered report added: "Our view is that rents are unlikely to increase in 2009 (making the cap unnecessary) not because of the falling housing prices but because of the reported weakness in the labour market."

Real estate experts warned on Tuesday that thousands of tenants across Dubai could still face steep rental price rises – despite a decree issued by Dubai’s ruler.

Sheikh Mohammed bin Rashid Al Maktoum on Monday issued a directive freezing rents on residential and commercial properties in the emirate in 2009, for tenants who renewed their contracts last year.

However, if rents are more than 25 percent below the guideline figure recommended in Dubai’s new rental index, then the freeze does not apply.

This means many expatriates who arrived in the emirate before rampant inflation took hold, face paying substantially more to renew their leases this year.

Andrew Chambers, managing direction of real estate consultant Asteco told Arabian Business: “There will quite a lot of people potentially [who will see their rent rise in 2009].”

“Those people could have been in there two, three, four, five years and historically they’ve kept it down so that they would be in line for increases. If they [rents] are disproportionately low then why not?” he added.

Other agents disagree with the rental index and says it will damage sentiment in an already rapidly cooling market at a time when landlords should be free to charge what they want to stimulate the economy.

Laura Adams, leasing manager at broker Better Home's head office said: " The prices in the rental index are way down on what landlords were getting last year. The market should speak for itself. The prices are out of date and are too simplistic."

The news comes just days after Dubai's Real Estate Regulatory Authority (Rera) revealed it had finalised the rental index that it hopes will replace the need for rent caps in the future.

Rera recommends that a one bedroom apartment in the Greens should cost between 168,000-180,000 dirhams a year, against 150,000-180,000 dirhams in the Marina.

The price of renting a one bed flat in International City, according to the index, is 65,000-75,000 dirhams a year, whereas the same property in Jumeirah Beach Residence (JBR) is placed at 110,000-150,000 dirhams a year.

Rera suggests a five bedroom villa on the exclusive Palm Jumeirah island should be leased at between 500,000-700,000 dirhams a year. A smaller villa with two bedrooms in the Springs will cost 190,000-230,000 dirhams a year.

dnes se obsujdashe po radioto, tozi nov rental index e samo indicativen, toest ne e v nikakuv sluchai zakon, chaka se mnenieto na government po tozi vupros, zashtoto iavno e v protivorechie s narejdaneto na sheikh mohamed. Land Lords shte se vuzpolzvat dokolkoto mogat, v tehen interes, no shte ima oficialna pozicia i moje da im "vrutnat krancheto" kakto se kazva, taka che mariya, ne gubi nadejda.
